Question: When will all gunner seats be active on Privateers?

Currently a Privateer can have one Pilot and two gunners. The other 4 gunner seats can not be used which makes team hunts frustrating.

When will all 6 gunner seats be activated on the Privateers?

Sorry I have no specific ETA on this issue to share with you. However, I can say that space in general will be receiving a lot more attention after the summer.
