Ah, but in the Roman Senate, land ownership was a compulsory eligibility requirement.

Membership in the Senate required ownership of property equivalent in value to 1,000,000 sesterces, and granted the right to wear a senatorial toga with a broad purple stripe.

How will this work:

People vote for 'senator' and then 'senator' tell them how to vote.
or
Few 'senators' debate in Twin Peaks/forums/facebook on some question MA asked to be voted trying to make people vote the way they think is better.
or
Few 'senators' owning 51% deeds just vote how they want.

May be it's not even nessessery to have many deeds to be senator. May be just one so you can be citizen of Calypso.

But yeah what will happen with voting system only time will tell.
Good to se some initiative from the players.
