Er... countries. Aruba has ca. 100,000 inhabitants and is an autonomous region within The Netherlands, and economically dependant on it. Greenland has ca. 55,000 inhabitants and is an autonomous region within Denmark, so far economically dependant as well (began exploring natural resources only recently). I haven't checked the GDP of these places, but none of them produces 3 million jobs from it.
Costs for development occur in a virtual world only once, at the beginning when something is created. Reproduction and maintainance cause minimal effort and are part of the infrastructure which is there anyway and already priced into what is currently paid by customers. A new charge for an existing service would be fabricated without justification and will be as popular as urchins on your seat.
