A black market would be easy, and would/could benefit both pirates and honest players alike.

Place a slightly modified auction at Howling Mine station.

Changes from the normal Auction system.
1. Only accessable from Howling Mine. (not from any other station or planet)
2. The Sellers name is Blanked out. (no one knows who listed each item or resource)
3. Bidders names are blanked out. (no one knows who is bidding)
4. Starting bid of TT required, BO optional.

This would open up new opertunities if done properly.

The crafting machines at Howling Mine (are they still the only ones in space?) would get used alot more.
Pirates could sell their loot for mu without paying to go to a planet or deal with the honest players who dislike them.
'Shady' traders could buy items/resources from there (possibly cheaper) to resell otherplaces.
Pirates could use it as 'bait' and an indicator of when someone has loot in that area. (the possibility to steal the same stack over and over and selling it to the next 'sucker' in auction)

etc......

just a quick idea, I'm sure there are holes in it.

if they really make a black market on the Howling Mine... o my, will be some serious howling in the camp of moralists. our assets! how can you do this is real cash economy?! criminals!!!
