I think there are only entries on ATH list that were actually an ATH when they dropped.
So a 10k hof (normal these days) cannot suddenly become an ATH because the list got bigger.
An 4k hof of two years ago was at that time an ATH and is in the list. Maybe getting a 4k hof 2 years ago can be seen as the same kind of luck (so same kind of achievement) as when you get a 40k hof now.
