Well, they announced CryEngine2 since summer.
Which means they started on Winter or Spring.
MA always works on the utmost secrecy, I wouldn't be surprised if they did implement SPVU on fall 2008. They announced some of its features for summer 2008 after all...
Plus, it's not only
MA developing the game this time. There's a couple more companies (and the Chinese government) working on it.
And,
MA is selling stocks very soon!
And, if depositors don't stop putting their money on
MA's wallet...

You're right, though... companies and government work
VERY slowly.
Especially if the money doesn't stop flowing even after the deadline...
