4200% was the percetage selling a 1 ped tt skill chip of the information skill alone, and yes intelligence affected the amount of gain per tt scanners burned. As to how much intelligence affected, a friend had 50 intelligence myself 45, he skilled the same tt of skillchip for a around half a scanner less - though other skills may have helped him.
This also works for other skills, at one point i was skilling a 1 ped evade chip via sweating in just over a week - though evade gains have now been changed so i think would be slower now. I never needed the evade as i had quit hunting and concentrated on mining only, sweating in between runs. I believe also works for MF skills - biotropy, psychotropy with high psyche.
