Technically, you are correct. I tried to keep it simple.

Try this: because you (generic you) are still going to want to go after those higher mobs, and by making them all MORE likely to get that extra hit, they make every single person take that extra hit that does NOT shift down due to the forces of this kind of inflation. Example: If the damage you took from a 10000 risk animal goes up by 10 "hidden" risk points, you won't notice, but the decay and effort to kill it will in aggregate across all users. Only a few will say "hey, I better shift back to a different mob" as a result.
