Shiny things are shiny only with card supporting shaders 3.0 or better. Although it is technically possible to make it on older cards,
EU does not support it. It has been discussed before.

EDIT: Come to think of it, EU could've just stuck with Gamebryo, if they just wanted to add beauty and graphical effects and eye-candy and realistic water, it was already all there in Gamebryo's engines, from as far back as Morrowind...just never been taken advantage of.

Engine does NOT have all the graphics found in games using it. It depends on the game developers how detailed it will be. It isn't like "draw a man with a sword" or "draw water here". They still have to make the models, textures and shaders.
