It's always better to be pro-active and up-front in these situtaions and help guide policy rather than resist it and have it shoved down you throat.
MA, by coming forward early, looks helplful and forthright and that will work in their favor.
Besides, it should only be the US players that are going to get hit with any taxes...not
MA...
