I think you hit the nail on the head with this one... The buyer loses the ability to filter out people filling the order with broken (or nearly broken) items.
It's perfectly okay if you can review the condition first -- buyer beware kind of thing. So if you buy a broken (L) item, it's on you. This is not the case if the seller took advantage of your (L) order to dump their stuff at a gain they wouldn't dream of getting otherwise.
Makes PERFECT sense to me. Don't prevent the (L) auctions, just the abuse generated by (L) offers being used by broken item dumpers.
