I think you're very right. Decorations are hard to come by, and there's not enough item points to decorate a shop AND sell lots of stuff. Emerald Lakes Mall approaches a sensible number of item points, but until there's a major reason for lots of people to go there, it's hard to see it flourishing.
I truly believe it is possible to give people a good reason to go there - but that would take a lot of hard work on the part of the owners and it's something we hope to participate in down the track.

You CANNOT just claim "it's virtual property, it'll go up in price just like real property". Real property goes up in price because it has a value to people and the demand is always higher than the supply. The problem in EU is that there is plenty of property and no good reason to own it.
If an apartment gave you your own personal TP without having to be a level 5000000 teleporter with a 5000000k ped chip, or gave you a free display rack to store your armour and weapons, or gave you a place where you heal twice as fast, or gave you a place where your pets only get hungry at half the rate, or gave you a place where you could sell stuff without having to own a shopkeeper, or gave you a place where... hmmm.... I just had an idea for a thread.

As for the property bit, they could knock down half the apartments out there in the game and free up the serverspace to put trade stalls like those poor, neglected things in Hades RIGH BY teleporters across the game world, little small stalls with low amounts of goods to be carried and whatnot, heck, even RENT them for a day or two if you want, much like a mini-auction, but more likely just give them the ability to hold say, 4 or 5 items of any quantity and place them lining the walls around TPs like PA, Twin, TI City (the side not facing the shops) and elsewhere and they'd be a flipping HIT, instant face time for all your goods without having to stand around like the resellers. I REALLY don't know why they're not doing this and making a ton of money off of them.
It's like they were so obsessed with making this look like "futuristic real world" that they forgot that in the future, people will be just as interested in convenience shopping as they are now!
