Break condition doesn't really depend on the value they were looted at as such. The break condition is always the same - 3% of full condition tt.

As soon as you fall below that 3% the item is broken. The difference in value this occurs at is a result of the fact that each use costs a set amount so the item value can only go down in multiples of that amount. So items that are partially repaired or L items that are looted in partial condition will break at a different value to an item that started at full tt. The difference is normally small (can never be more than the decay of one use of the item) but, like Naifas says, can be quite large in the case of big mining amps.
