Due to some issues with my company's id10t HR department I have full credit monitoring at the moment - nothing that goes to Mindark shows up on this
Oh and not just US citizens can get Credit Cards, Bank accounts or even a TIN - these can all be gotten fairly straightforwardly with just an address. Only a SSN goes through any from of INS validation. At least this is how I remember it from a few years ago - I opened my bank account with $50 and once I was paid into it I got a debit card which got me a credit card in no time. Of course, I had a valid work visa, but that was only checked by my Employer.
