From what I can tell PEAss is allowed as Chainfire (the guy who wrote PEAss) once asked
MA and they didn't say that it wasn't allowed. I use it every time I play
EU (actually I don't know how I'd be able to play without it...).
But AC are definitively NOT allowed. And yes, folks got banned for using them.
