I anticipate another option, general skills, attibutes etc will be freely transferable and gained on new planets, but some other skills will be redundant or ineffective with new skills to earn on the planets relevent only to them. This would be to allow new participant to start out there with out the massive disadvantage to existing player base, while not so much to create a disincentive to us to help early adoption.
