It specifically depends on the mob. Mobs are basically NPC's with AI and a skill system similar to our own. Think of it this way, a snable might have an HA of 2/10 but an exarosaur might be 4/10 (these are completely made up numbers) so even though both are "n00b" mobs the evader level that would be effective against a snable might be total shit for exarosaur so there is no true answer.
The best answer is get your evader as high as you can afford.
