Same here. Before SIB stuff existed you basically needed level 100 to max anything, now with SIB stuff you can max something with lower skills. As such you're relative skill level is increased on that weapon, a "skill increase bonus". That
is a true observation but effects on skill gains are largely speculation because there are almost certainly unknown factors that affect skilling.
The clearest example of that I've seen lately was when I was having a hunt with my disciple to try and get her last few points in Rifle to graduate. We both used the same gun and were shooting the same amount all the time. Over the course of the hunt she only gained one skill point but I gained somewhere around 5-7, despite the fact that I had twice the amount of Rifle skill that she did.
It does seem that "low level" SIB guns stop giving as many skills as ones better suited to your level. I'm around 5k HG and on a 300 ped hunt I'll get a lot more skills with an HL11 than with a P5
