LA- owners actually don't have the power to influence the size of loot or the amount of globals on their land area, and when competitions like the one you mentioned with biggest global the landowner just assumes there's gonna be one. The promise of prizes just acts as a carrot for the competitors so that they spend more peds on the LA hosting the event...
