My reason for asking was that, well... if you blow up say a f.ex. 50x50 px jpg/tif/gif logo on a hot air ballon it won't be pretty. While a vector img has the same img quality in 50x50 px as it would in 5000x5000 px. (I suck at explaining, but

As for opening for example illustrator files, it can be done in photoshop but if I remember correctly an illustrator file opened in PS is rasterized upon open so you wont be able to resize it as vectors.
