Well, it does imply that some loots are getting bigger - not that the average loot is. ie x people hunt and get a total of y 200 PED loots; if 2x people hunt, you can expect to see more 2y 200 ped loots.
The hof table used to be a
lot smaller then 100 entries, and there were times when it wasn't filled - especially the mining section.
