It's happened to me at least once but I've seen others global while the list has a space, it's a bit odd... The only thing I can think of that might be relevant is a few months ago Konve and I were looking at a couple of hofs on the list and our lists were out of sync. His had an entry (or two?) that mine did not; maybe some aspects of the hof list is synced at different times for different users and these slight discrepancies mean that these globals haven't registered as hofs because although your "client hof list" says their's space the "master hof list" says otherwise.

Not everyone's HoF list is 100% up-to-date with everyone elses.
I have noticed on a few occassions when talking to a society mate, that we both were looking at a HoF number on the HoF list and on mine it was position 40 and on his it was position 42;
The difference being I had recently logged in and he had been online for an hour or so already out hunting.
So I guess that does occur, HoF list update syncs must occur periodically or upon a triggered event, eg. Entering a town or using a TP, arriving back at a revival terminal etc.
