Option 1; One event like this is just a wate of time and money for
MA to deal with. Maybe if the "veteran" or the "noob" followed the other around for an hour, intentionally being dumb to the other, maybe then Mindark would do something. Or if they got several reports on the same avatar. For a one time event a warning is the most likly punishment, if even that. For repeated or worse cases then I guess a temporary block of a day or two is in order. Banning someone for standing in the way? Unheared of and I bet it will never happen. Banning someone for naughty killstealing? I'm not convinced (unless as I said - it's targeted at one person and not just running around and stealing from everyone).

MA wouldn't ban anyone for something as silly as this, though. You'd have to climb to "claimed he was scammed by someone and
MA locked him without investigation" if you want to pull off theories like that.
