the med should be more eco, basically considering the damage
while the cost per shot are more or less the same i guess, also the min dam
you will more likely deal more damage with the med chip than with the mod
and if you have 36/(10+1.1) ;10 being ~cost for 5 ME; with so 3.25 for the med
or 20.5/11.7, so 1.75
i don't know how much higher the effective hit ability will be, say 5% max
it isn't still the main problem of missed shots you have with the eco there
more dealing damage if you hit
Coop did some tests regarding those 2 chips as well
the med won, not just in being more eco, also in better skill gain
thats why i am a bit surprised about the better skill gain you got there
although, you might check the starting value of the skill and the end value, best with figures behind the dot (skill scanner), and the difference of the tt value of the skill could be interesting too (diff of how much tt the ESI would have if chipped out at start and at end)
