I made most of my skills after the so called "nerf". I had many chips, but the amount of natural skills is more than you can immagine. i know many people managed to skill naturally in 1 year to a level 30 evader and the ability to use high DPS L weapons and make profit with them. They took one step at a time tho and did not rush on CP after one week of killing snable...

So my point is that if you want to, it will be possible to hunt anything at some point. You just need the will to do it. Money... they are good to have, but they are not a brain implant, and just having them will not be of much use. If you can make an investment to improve your avatar, do it. If you look at it as "spending" and you have the feeling you get nothing back out of it, find another game. You are in the wrong place. My advice would be to be aware of your level at all time and play according to that. You will do just fine. If you go to much up, you will lose. if you go to much under, you will not gain what you could.

If you are here to have fun, think if is fun for you to die 20 times/hr. If it is, go kill whatever you want. You will not get to many skills and will lose peds doing so, but damn... is fun. If you had a brain implant first, you can find some better things to do with your time.

Gl all and stay alive longer....
