there is not much NVD can do.
All hangars are sold and is in use by pilots (normal avatars like you and me).
If the pilots (who operates on their own withouth any real cooperation, as far as I understand) happen to all be on vacation then noone can fly.
NVD cant affect this.
The only one who could affect it is
MA by introducing more hangars. And even then there would be no guarantee for anyone to be able to fly all the time.
