A new EULA was distributed with the patch that added the advertising to the game.
Adverts were not visible in the UK version of game, but madservers were still contacted. This probably means that are simply no buyers for adverts outside of the US yet.

So whoever does not want the ads, can turn them off manually. It is obvious they can't expect the system to reward them.
