Also make sure you unzip the files to a folder on your computer before you run the setup file (dont run from winzip).
Application requires .NET 2.0, but this will install automatically when starting setup.

Since it's working for others and I have tested it many times, there must be something missing on your computer.
EDIT: Gimme some minutes and I check it out. Since there are more with problems since last update.

Last update was today and I update my computer fairly frequently. Windows XP Pro, SP2, even got IE7 since every link clicked in the
EU Clientloader loads it up in IE :/ I downloaded the missing dll file, would it be possible to just copy it to a windows folder? I'll redownload framework 2.0 in the meantime
