From the description of the banking licenses, the systems will be for the purpose of loaning PEDs, not items. The collateral will be held in a "vault" during the loan period, so that noone can use (or lose) the items.
Thus, I fail to see how this qualifies as a loan system as people have been describing and wishing for in this thread.
