I'm wondering if this will lower the maximum damage, etc done by the weapon or if it'll be possible to go past the weapons maximum damage and do more than it used to be possible to do... perhaps this could increase the reload on the weapons aswell, I'm not sure, what do you think it means?

I think it means lowering the maximum damage by the skills. I mean if you have done 28 dmg as maximum with 1x0 axe with your skills maybe you now do 25.
