I am not very sure how it works, BUT:
When i was member in Vampires ( good old times :-) ), we had the hierarchy changed constantly: was adventure when i first joined, then that grunt/veteran thing, then military. Currently them are military if I remember ok.
Also the next soc. We had a order/mining switch a time or two...
So i quite think you CAN change it by the fly.
