It means that for example when you get a mining claim it will no longer say that it expires in xx:xx:xx xx/xx/xx time and day but now will say that you have xx amount of time until it expires and would be up dated in real time..
it also means like it always has that when
PE crashes, your internet goes kaput or any other reaosn why you cant be online that the time still goes on.
Wich means even if
PE crashed and they are down for half a day and you just got a nice mining deposit right be fore the crash with a time limit of 4 hours and
PE is doen for 5 you will have an expired claim when you get back on.
