I have never heard them say that. Also, since day 1 there has been speculation that the elec damage was a bug.
MA may have even commented on it, but I am not sure.
My real point here is that the 1x0 is a small peice of this VU. We should not ruin a great VU with whining about an unbalanced item that has been fixed. Rather, we should look towards good things and adapt.
