As far as I know it's the Commerzbank, Frankfurt (
www.commerzbank.de) in germany. They are pretty established here, try to get more private customers - but a candidate for being bought by some other international bank.
More information: "The card, which will be sold at European retail outlets, contains a scratch-and-reveal Personal Identification Number, which gamers use to transfer funds into the game."
