Simple idea but best. It's even got a market square ....it needs a place to land to be a new arrival port really, but adding it to all new arrivals TP list on the map would work well too. PA is a nightmare and this would help, also great for the poor shop owner/stall holders there who must get bugger all trade hardly?
Apartments maybe ?
