Except for the ones sold with
CND, I don't think anyone has ever been able to buy an apartment building. Though in the case of
CND, it was just the whole set of apartment deeds that were included in the sale as no one can own the building itself.
Also, it is not possible to safely rent out an apartment or shop; you can rent them through private trades, but you have to trust that the deeds will be returned when the rent period is over. There is a bug that allows Hangars to be rented out, but I am unsure whether it works for apartments.
