One thing you should consider with this is that RL Credit and Debit cards make their money from interest and fees on late payments/overdrafts and charges to the companies that are accepting your payments.
In terms of the
EU cash card, there will only be a very small number of people that will ever use the card (optimistic guess of 100,000 people) so you immediately lose the economies of scale you get with the likes of Mastercard, Visa and Switch/Maestro. The method of pre-loading your card with PED before you make a purchase also reduces the chance of you accidentally becoming overdrawn with the card company, so they lose most or all of that income stream also.
Finally, while they may be charging the companies that accept your card for payment, this will again be affected by economies of scale - how many transactions will Entropians be making per month? Hardly enough to justify the cost of running such a scheme anyway.
Therefore you are almost guaranteed to have fees for using such a service, unless you can suggest to
MA's partner another way that they will be able to recover the costs of their investment.
