Ja, but as part of one of those or another conversation it transpired that upon new ownership the LA DNA can be reset to original.

That statement seems entirely correct to me.
As such i would actually say that the change might have lengthened the time a land grab takes but most likely favours the uber socs in the sense that they can take one LA after the other. As long as allies are able to disrupt the ownership timer on the other LA's which only has to be done once every 3 hours or so for each LA.

This still can leave LA's without mobs in between landgrab ownership periods.

On the DNA topic, if I recall correctly with this VU permanent LA owners now have the ability to remove DNA rather than destroy it. Be interesting to know if winners of land grab have this option too. My guess is they can't, as otherwise they get effectively get free DNA at the end of their six months.
