Can I set up an event in any LA??

Do I need to chat with LA owner or is there an NPC like at Zynchion I deal with?

Check out the Event Area link in my signature. That will tell you which LAs allow event creation.

You don't need to talk to the land owner before you create an event, but some of them do offer sponsorship if you contact them beforehand. Some of them may also be willing to change the spawn settings before the event if you ask nicely.

There isn't an event organiser NPC on LAs. You need to find the Land Marker and click on the event button in the Land Area control panel. From there the event creation screen looks exactly the same as the NPC version.
