Loot theory, just like every other inner aspect of EU is of course hidden from our eyes, and therefore EU can be viewed like black box from user perspective. We generate some input, and receive some output from it, but have no idea what lies in between those things.
It is interesting to notice that trying to figure out inner workings of EU, is just like trying to solve the mysteries of our universe. In this specific way we are similar to physicians that observe the world and try to find a theory that explains the observations jet they can never prove that their theory has anything to do with reality, they can just disprove it observing something that contradict theory.

About this specific theory. I did not have the courage to read through all of it, but i can say that one thing author does not lack is patience and courage. i really hope that real loot system is not so complex as described here, ad that would give a nightmare to MA programmers and make this system full of bugs. Of course there is no way to disprove it from where I am standing.
In most case when one finds this hard to explain his observations, he ussually lack some data or has wrong base assumption about his universe. For example we can assume that earth is flat (which is not a bad assumption given our own observations) and sun and other space objects circulate around earth. if we then try to explain moving patterns of stars and other space objects we get extreemly complex theory and patterns. If we however assume that earth is round, we can explain patterns we see in much simpler way.

In same way i would suggest that we need simpler theory, therefore we could change one of the base assumptions of this theory.. if you ask me then I doubt that it is safe to assume skills have anything to do with loot. i can say the same with loot circulation. Why assume it, if we can first assume much simpler system, compare it with observations and adjust - if we see that there is no way out theory could explain observations we move to a more complex system.
This theory seems like super-string theory for opening a lunch box
