I`ll have a shot at TI City in the area between the 3 Apt Buildings near the water,I think Platinum is the one next to the tp so its behind that on the way to bronze building.

I think that this IS a transporter. At first I thought it was a bridge, but then I noticed the low wall around the base. Who puts a bridge over a ten-inch high wall?

Final guess is that this is the transporter at the new town of Shinook Jungle.
