I understand what the hassle is involved proving your account and identity. This is not for stateside people per say, but for those in out of the way places that don't show up otherwise. I can not obtain a debit card from paypal even though I reside in a US territory (I cant vote for president either, load of my mind at least lol) . Many players overseas are in the same situation, especially those in the military.
