Yes it is. They say : "There are two official mindark email addresses used to inform participants about their account." SO they are talking about sending info to you.
If you want to send stuff to MA, just use the support system.

In principle it's not bad, but people are stupid (otherwise they wouldnt fall for such scam in teh first place). So just teach them never to trust any mail, and let the just check the eu site.

I found this to be the most interesting part of this update, especially in light of several threads of late centered on this topic... Seems to be a reiteration of the comments Marco made that it was "buyer beware". So they are technically saying that it is allowed, but very risky and you might get locked permanently for it...

I took note of that as well, Turk... and I remember Marco saying "buyer beware"... sounds contradictory to say you can do it but we don't endorse it and then seeing this saying you can be permanently deleted... which is it?

Yes it seems so. The whole "it's not allowed" started when there was a bit of commotion about a sale a few years ago and Mindark went public and said you weren't allowed to do it anymore, pretty much because they didn't want to be bothered with the trouble it might bring.

But that's precisely the point, they are telling us that the only email address to SEND data to (outside of the support system, which is in some cases required,) to ensure the email is going to the APPROVED addresses.

Yea, because if they would endorsing it, would be assaulted by 10,000 support cases from naive players who would get scammed OUT of EU, and there MA can do absolutely nothing about it.

Also, MindArk has NO interest to forbiden PED sales because PED sold means no withdraw, so better for them.

And not in last point, I find it normal that if you buy PED to do your best to inform about the seller..

ehm..it also means no deposit.
You might argue though that it's good for MA because more peds are sifted through the system if "outside" transfers are allowed or accepted, simply because it's faster (at least withdrawals) than what MA can offer.
Of course it could be that they just allow/accept it as compensation for the missing cashcards.
