Means: IF the PEDs are obtained by fraud, you -as buyer- may be terminated. It does not say that EVERY purchase outside of official channels WILL get you terminated..

They are not forbidding anything, they are just going out with a general recommendation, and a very good one.

Don't buy peds from a random player you don't know and trust, it might get you in trouble.

I've recently wanted to sell some PED via something like PayPal (not wanting to go through the hassle of standard withdrawal).. am I not allowed to do this?

MA wont care.

As long as you don't use fraudulent ways to acquire the peds you sell, if you do then both you and the ones you sell to will get in trouble.

MA charges a withdrawl fee (100PED minimum afaik).

Hi, i am not quite convinced that that is correct.
I believe the fee charged by MA for Mastercard is high, higher than my business pays to Mastercard and MA would have a vastly greater turnover than me, and it is turnover that discounts the rate.
I am unsure if MA doesn't profit from this transaction.
