And that's exactly what happens in EU. You can't influence the loots, globals, HoFs and ATH with your knowledge, you depend purely on luck to get them. You have to understand that law's are always generalized. There is no black list in gambling laws that say i.e. poker is forbidden and game xyz is allowed.

There are some exception to this, for example if it's a poker tournament. Then you need to get a special authorization to run this event. And begining with 2008 the laws in germany got even stronger. You aren't allowed to advertise gambling in any ways. For example, if you have a ad banner on your website, you (as webmaster) are responsible for it's content. If that banner advertise gambling, you can be forced to pay a penality for it, even if it wasn't your fault that the company who distributes this banner service has show it.

One problem with this new law could be google adwords, since it displays ads depending on the content of your page. So for example if you write a news article about a the new law and that it's forbidden to advertise for gambling and have google adwords on your webpage, it could see the words as "poker" and show gambling ads. Then you're fucked up (as webmaster), because you're advertising gambling and have to implement special hacks/workarounds so google adsense ignores that page or certain words when it gather information for the google adword advertisment.

The gambling rules here in Norway are VERY strict aswell, but my point was that I think that MA has it under control how they legally can advertise in different parts of the world (I hope they do at least). As far as the influencing loot I would say that you can. Information is a keyword here i think. Ofcourse there are as many loot theories as there are players in EU, but if you know where that narc are usually found, and you know that it spawns approx. each 2 day, I would say that you can influence your loot if you choose to act upon that info. Understanding how different aproches to different proffesion can also help you a lot, and imho it is what moves EU away from purely luck-driven to skill/info dependant. When this is said, I'll have to admit that I am still a struggeling lowlvl player who do not know as much as I would like about EU yet. Anyways, the sun is shining, and the beer is calling. Well this partly works for mining, but how about crafting? If you're crafting it also can happen that do 15 clicks and fail and not even get 50% of the money you put in back.

Or even hunting? Hunting is the at least predicatble profession at the moment. For example Feffoids: You know they drop Korss pretty decently. You go hunt there, make 200 ped in 2 days profit and loose 600 in the 4 days after that. Here it doesn't help to be cleaver and use any super strategies or whatever, it's pure luck. Good examples for real skill based not luck depended gameplay would be to able to skin the dead mobs and/or loot their meat and make oils etc. from it. This is then in full controll of the player and not in Fortunas hands.

The Swedish laws on gambling is just as strict as the German ones. And MindArk and EU has been checked by the Swedish Gambling Commition and they decided to not label it as gambling.

That being said, none of the professions in EU is based on pure luck. Often it takes persistance to make it work, and the ability to gather knowledge (your own or others) about a field and use that.
I dont belive anything needs to be pure luck as long as you got the know-how.

In any case, let's not start up a whole new thread on the gambling issue. There's plenty of threads where its discussed at length. With respect to this thread its pretty off-topic. I'm sure MA are capable of determining where they can legally advertise.
