Dont know about minimum but AMD64 2gig with an ati 850pro and 1.5 gig of ram will run it. Hardly a high end rig.
I dont know if a game can be DX10 and run in DX9 mode. I hear different stories from diferent sources, I do know if you have vista, you can play the dx9 games. As of now you cant play a DX10 game in xp. I think the chances that MA would move to DX10 within the next 4 years are about zero.

Crysis looks amazing, the thing is though basically nobody has a computer that will run it, were talking DX10 graphics card with several gigs of ram etc etc

Well, at least with the timeframe stated for implementation, it's a decent enough heads-up to start pinching pennies and saving up now for the new computer required. Who knows, it might take longer to be implemented than they said. All the better.

Really depends on what you mean by properly

Do you just want it to load or do you want it to run at 60fps with all the bells and whistles, or somewhere in between

To my knowledge no game has been released yet with the crytek 2 engine so its a guessing game atm
