your title is 3b, but your post is 6b...
A fair price for 3b seems to be about TT+16 right now
and 6b are TT+45
These prices are from peauction...which is also wiki-pedia and pe-player prices. its kinda the average of the last 50 sold (8 sets) and taking into account the fact that 3b's have dropped dramatically in price the past 2 months.

I dont know about the dodge, i was once told some obscure number like 2ped per skill point, but i really dont know. I dont know how many skills a chip holds so i can't calculate how much of the chip it would actually fill.

dodge is very expensive. ive seen chips going for 3000 ped (full chips), and a full chip is filled with (from newbie stand) 1875 skills (might be a few levels off but not much)

or when extracted from 1925 (orso) to fuill a chip
