Leveling Evade

Hello all! I am fairly new here and I plan on leveling my evade skill. I was wondering where I should level evade and how I should go about doing it. That is, should I move onto higher level mobs after leveling on lower levels, and what mobs should I fight?

Tantillions hunt them they give loads of evade while you hunt them..
