low evade vs high evade

i was just hunting around and stuff..
when a buddy and me kinda came up with a conversation about evade.
and we both came with a question we didn't really knew to answer.

the question goes..

If you compare someone with for example 300 evade with someone which has 3000 evade.. is it a huge diffrence?

i mean.. i hunt tant's a lot
and often i get hit by one.
will that change bigtime when i spend a half year training on em for evade ?

how much % diffrence of evading do you get for each 1000 evade?
