Preloaded Skill Implant, Skill selective Implant, or Bug?

I was booted from the server a second after i saw a post about "Colonist first to discover" message.
I had a glimpse of (whoever it was) finding Anatomy Skill Implant


WTF?


Has anyone seen this, or other.... specific implants, or was it a bug?
( I swear i saw it)
Does this mean you can loot skills?
Does this mean you can loot ESI's... that can only store the appropiated skill?

No this guy was just the first to chip out Anatomy skills in this VU.

You will not loot filled ESI's.

I saw one last night about mutant skill implant
and if you check you can see some more on hoflist

I think it just means there weren't any of these chips in the world at that moment, so it got rediscovered
they probably checked if items were discovered by checking if someone in EU had an item like that
